FODAC: Fund that funds Guinean culture
Grants, training, mobility of artists: based in Conakry, the Fund for the Development of Arts and Culture (FODAC) is the financial arm of culture in Guinea. It operates under the supervision of the Ministry of Culture, Tourism and Crafts. Zoom on a major actor — and still too little known — of Guinean artists.
A public fund under the Ministry's wing
Founded in 2017, FODAC is a public administrative institution (EPA), under the supervision of the Ministry of Culture, Tourism and Crafts.
Its official mission is "to ensure the implementation of the Government's policy on financing, development and promotion of cultural and artistic projects". Its Director General is Malick Kébé.
It is therefore thanks to the Ministry of Culture — and to the joint work of the Ministry and the Fund — that these aids exist.
Grants for projects
First lever: the grant application, which finances cultural and artistic projects of the communities — up to 50% of the total cost of a project per cycle.
In 2024, six Guinean cultural enterprises signed grant contracts with the Fund, following a call for projects that attracted more than 50 candidates.
The Fund also has a guarantee fund (loans and guarantees for mature projects) and support for projects of public institutions.
Training cultural entrepreneurs
The FODAC funds training — it is written in its creation decree, and it organizes large sessions for the cultural and creative industry.
In 2023, with the European Union and ENABEL, 40 cultural entrepreneurs took 20 days of training: project editing, financing research, business management. Another session of 40 entrepreneurs followed with UNDP, at the Franco-Guinean Cultural Centre in Conakry.
The Fund also trains cultural operators to build solid files — so that the right projects do not fall on a missing paper.
Traveling Guinean Works
Third and not least: the FFACMO, the Trust Fund for Aid to Creation and Mobility of Works — 25% of the resources of the FODAC.
It supports the travel of artists and productions: tours, exhibitions, festivals, international exchanges. An artist invited abroad can file his file, official letter of invitation in support.
Recent example: the institutional and financial accompaniment of the Ans-T Crazy concert at the Zenith in Paris on September 11, 2026, with the facilitation of visas of his team at the highest level of the state.
