Partenariat proposé
The network of Quebec and Canadian Francophonie regional arts festivals — proposed partner of Festival TV .

Founded in 2020, REFRAIN — the grouping of independent regional artistic festivals — is the common voice of independent regional artistic festivals. It brings together, values and positions these festivals as key players in the social economy and in tourism and cultural development: a place for consultation, sharing resources and practices, which works in particular on the workforce, funding, discovery and networking of its members.
Its network counts 160 member festivals (official directory of October 21, 2026): 156 in Quebec, in 16 administrative regions — from Abitibi-Témiscamingue to Gaspésie–Îles-de-la-Madeleine, from the Côte-Nord to the Montérégie — and festivals of the Canadian Francophonie (Manitoba, Alberta, New Brunswick). Non-profit organizations, municipalities and band councils, on a budget of less than $5 million, in all disciplines: music first (89 festivals), but also multidisciplinary, dance, street arts, film, digital arts, literature, visual arts, theatre, puppetry, humour, tale and circus.
REFRAIN also promotes the mutualization of its members (the ACCESS REFRAIN platform for equipment sharing), a research observatory for independent culture and artistic festivals, and the podcast "Festivaler!", which gives the floor to festivals and their impact on their regions.
Directorate-General: Patrick Kearney, instigator of the group and spokesperson since the foundation. Chairman of the Board of Directors: Louis-Philippe Lemay.
Status of the partnership: proposed — the official file of Festival TV has been forwarded to REFRAIN and the group response is expected. Festival TV does not present REFRAIN as an official partner until the agreement is signed.
Grouped by region. Each of them returns to its Festival TV page as soon as it exists, if not to its official website.
